Request for Proposals – OCCOG FY 2025 Audit & Financial Review Services

The Orange County Council of Governments (OCCOG) is pleased to release the attached Request for Proposals (RFP) for professional audit and financial review services. We invite your firm to submit a proposal for one or both of the following engagements:

• Part A – Annual Financial Audit of OCCOG's financial statements for the fiscal year ended June 30, 2025, conducted in accordance with GAAS and Government Auditing Standards (Yellow Book).

• Part B – Optional Limited-Scope Financial Review covering Fiscal Years 2024 and 2025, designed to provide the Board of Directors with enhanced assurance regarding financial integrity, internal controls, and policy compliance during a period of organizational transition.

OCCOG is a Joint Powers Authority serving as Orange County's sub-regional planning organization, representing 34 cities and multiple regional agencies. OCCOG is seeking a new, independent audit firm with no prior engagement with the organization.

Firms may propose on either or both parts independently. Please see the attached RFP document for the full scope of services, proposal requirements, evaluation criteria, submission instructions, and key dates.
